The question is therefore passed. We will now officially request the Kansas Board of Regents transition classified employees to University Support Staff status and that we be employed directly by Pittsburg State University.

Exploring the options

The University Support Staff Study Group (USSSG) was formed by President Steve Scott in response to concerns and questions by classified employees about the possibility and method by which classified employees could choose to become university support staff.

This 27 member group has been charged with researching and developing a proposal for a new system of employment at Pittsburg State University for classified employees. The potential conversion is possible through Kansas Statute 76-715a which allows the Kansas Board of Regents (KBOR) to authorize any state institution of higher education to convert all classified staff employee positions to university support staff employees.

It’s important to note that university support staff positions would not be the same as classified staff because the system for employment administration would be authorized and managed at the university level, not at the state level.

The converted positions would be known as university support staff (USS). Should the proposal be approved, the classified staff who make the conversion will retain all health and flexible benefits, leave and retirement benefits that they currently enjoy through the civil service system. It’s also important to note that, by law, the conversion cannot cause any salary reduction or layoff of any classified employee.

This conversion cannot move forward without an election in which a majority of classified employees affected by the proposal vote in favor of it. Our current timeline calls for an election in February of 2014.

We are not alone in our exploration of this topic. Classified employees at the University of Kansas made the switch to USS in 2006, Kansas State has formed an alternative service committee to review the matter and every Regents’ University, including Fort Hays State, Emporia State and Washburn, is currently having campus discussions about this very issue.
