President David Hartman called the July 11, 2007 meeting of the Pittsburg State University Classified Senate to order in the Balkans Room of the Overman Student Center.
Senators Present: Jill Allen, John Bartels, Dee Buffalo, Wylie Degruson, Jerry Duvall, David Hartman, Pam Henderson, Dave Hornback, Kathi Lunday, Leigh Ann Martin, Tracey Mussa, Kathy Neely, Josh Tucker, Mary Wolfe, Stacy Wolownik
Senators Excused: Sue Ann Barnes, Tina Gregory
Senators Absent: John Foster, Mike Paasch, Debbie Sullins, Marty White
Non-Senators Present: Roberta Bigelow, Treva Sherman, Dr. Howard Smith
Minutes: The secretary forgot to report that the June treasurer’s report had a motion, seconded and was accepted. Motion was made, seconded and passed to accept the minutes as corrected for the June meeting.
Treasurer’s report: July budget account had a beginning balance of $1021.28, with expenditures of $858.73, for an ending balance of $162.55. Donation account had a beginning and ending balance of $30. Leigh Ann will check to see how to rollover the unused funds. Motion was made, seconded and passed to accept the July treasurer’s report.
Position Paper: Kathi Lunday, David Hartman, John Bartels and Dee Buffalo attended the Kansas Joint Council of Classified Senates June meeting to present PSU’s proposals for the joint position paper. They will meet again in September to finalize the paper. They are waiting on the State Employee Compensation Oversight Commission to finish their study before making a formal proposal.
Election Committee: A list of all senators was distributed.
Legislative Committee: No report.
Public Relations: Kathi Lunday reported the list of senators has been updated on the website.
Advocacy Committee: David Hartman reported they met with Dr. Smith and reviewed the compensation oversight commission’s discussions thus far.
Senate Bill 74 Research Committee: No report.
Other University Committees: No report.
Senate President’s Report from Meetings with Dr. Bryant: President Hartman and Dr. Bryant setup a meeting schedule and discussed expectations they both had. Dr. Bryant will address the Senate and all classified employees at the September 12th meeting, which will be held at 1:30 p.m. in room 301 Russ Hall. David also passed out a Classified Senate meeting schedule for the year.
Legislative Update: Dr. Smith stated that feedback and information from the June 25th State Employee Compensation Oversight Commission meeting is available on his website at http://www.pittstate.edu/pres/Legislature.html. He did remind everyone that the upcoming legislative session will be during an election year so that may play a factor in what gets accomplished.
Old Business: President Hartman welcomed the new senators and distributed their notebooks and nametags to them
New Business:
State Employee Compensation Oversight Commission Update – The target of the commission is to have a report completed by October. Another meeting will be held July 30th. All state agencies had employees that testified they did not receive enough pay. Emails are still being accepted if anyone would like to provide feedback or comments – please check Dr. Smith’s website, http://www.pittstate.edu/pres/Legislature.html, to avoid duplicating comments already stated.
Concerns were expressed over the recent change of a classified position in Facilities Planning to unclassified with a higher salary. The university administration re-evaluated this position and determined the change in classification was necessary. It was stated that one does not always know all the information regarding these types of situations, but that the advocacy committee would be charged with looking into the matter. These types of concerns should be taken to the advocacy committee and issues that deal with the legislature need to be brought to the legislative committee as they arise.
Election of Officers – David Hartman assumed the duties of President. Tracey Mussa and Dave Hornback were nominated for the position of President- Elect. After a ballot vote, Tracey Mussa was elected to the position. Jill Allen was selected as Secretary and Mary Wolfe will serve as Treasurer.

Other University Committees: Dr. Smith indicated he would have a listing of university committee vacancies by the August meeting. At that meeting, volunteers for various other committees will be sought.
