Vice President David Hartman called the February 14, 2007 meeting of the Pittsburg State University Classified Senate to order in the Inaugural Room of the Overman Student Center.

Senators Present: Sue Ann Barnes, John Bartels, Dee Buffalo, David Hartman, Pam Henderson, Dave Hornback, Tim James, Leigh Ann Martin, Tracey Mussa, Kathy Neely, Wendy Peterson, Treva Sherman, Heather Winzer, Mary Wolfe, Stacy Wolownik, Sondra Wood

Senators Excused: Kathi Lunday, Trish Peak, Joyce Row, Marty White

Senators Absent: Kathy Benard

Non-Senators Present: Barbara Barto

Minutes: Under old business, it should have read classified employees have not received their increase in vacation leave not pay raises. Also the treasurer’s report was for November 2006, not January 2007. A motion was made, seconded and passed to accept the minutes as corrected for the January 2007 meeting.

Treasurer’s report: December 2006 budget account had a beginning balance of $1854.88, with no expenses for an ending balance of $1854.88. Donation account had a beginning and ending balance of $30.

January 2007 budget account had a beginning balance of $1854.88, with expenses of $14.96 for an ending balance of $1839.92. Donation account had a beginning and ending balance of $30. Motion to accept treasurer’s report for December and January was made, seconded and passed.

Position Paper: The position paper was distributed at Day on the Hill.

Election Committee: No report.

Legislative Committee: Day on the Hill was February 5 & 6 in Topeka. Members attending were well received during their 77 appointments with elected officials. Positive comments were received about PSU’s organization of the event. (Good job and thank you to Treva Sherman and Heather Winzer!) The Governor’s budget calls for a 2.5% step increase, a 1% COLA increase and raising the longevity bonus from $40 to $50 along with raising the maximums. There are currently no bills with salary increases included in them; however it may be included in a later bill. The state salary study released in January showed a lag in state employee pay compared to similar private industry positions. SB21 is in the House appropriations committee and has been passed by the Senate. Other bills of possible interest are as follows: 1) SB122 – Lobbying of legislators; gifts to legislators; substantial interests’ statements; limitations on lobbyists; 2) SB94 - acceptance of gifts and meals; and 3) HB2641 – eminent domain.

Public Relations: No report.

Advocacy Committee: They will meet the week on February 19th.

Welcoming Committee: No report.

Senate Bill 74 Research Committee: No report.

Other University Committees:
? Energy & Resource Conservation – Stacy Wolownik stated a program was in the works and would be revealed soon. An open house is scheduled for March 2nd in the new recycling area (next to Quick Print).

Senate President’s Report from Meetings with Dr. Bryant: President Lunday was unable to attend the meeting.

Legislative Update: Dr. Smith is in Topeka since the legislature is in session.

Old Business: Day on the Hill was covered during committee reports.

The Kansas Council of Classified Senates will meet on Monday, June 18th from 10 a.m. to 3 p.m. at the KSU Alumni Center to work on creating the joint position paper for the next year. Each institution will be allowed to bring no more than five representatives. Position papers from each school and the names of their representatives attending the meeting must be turned in by May 1, 2007.

There have been no further plans to visit the University of Kansas at this time.

New Business: None.

Good of the Order: “Gorilla Basic Training” will be a fitness class starting soon designed for faculty and staff. An email introduction should be coming soon and signups will begin the first week of March.

There will be a human resource presentation/meeting on February 19th at 2 p.m. in regards to healthcare problems or questions.

The state healthcare committee is considering not holding meetings around the state during open enrollment anymore. They have talked about training local staff to be able to hold presentations/meetings instead.

“Reflections from an Okie in Exile”: Professor Bobby Winters told a brief Valentine’s Day story for a treat.
