Out-of-State Program Completer Applying for Kansas Licensure

If you completed a teacher education program in another state and wish to apply for Kansas licensure, you may access the application on which you may do so on the KSDE web site at

by clicking on FORM 2 Application for Initial Out-of-State Application.  Please read and follow the Checklist - Steps in the Application Process on page iii of the application packet.

A background check is required of any applicant for an initial Kansas license and a fingerprint card may be requested on the same KSDE web site.  The card will be sent by first class mail on the following business day (Monday-Friday).  If you prefer to do so, you may request a card by telephone at 785-291-3678.

Any qualified law enforcement agent in any state may take your prints but you must use a card with the KSDE stamp.

PLEASE NOTE A BACKGROUND  CHECK CLEARANCE IS VALID FOR ONLY SIX  MONTHS AND IF YOU DO NOT SUBMIT AN APPLICATION WITHIN THAT TIME PERIOD, A NEW FINGERPRINT CARD AND FEE WILL BE REQUIRED!!!
